Environmental Exposure Assessment 2024

Whether or not a chemical may cause a risk to the environment is established in environmental risk assessment. As part of the risk assessment, the expected environmental concentrations are established in the so-called environmental exposure assessment. Such exposure assessments are required by various EU directives, e.g. those on plant protection products, on biocides, pharmaceuticals and on industrial chemicals. The latter category is covered by REACH, which requires environmental exposure assessments for thousands of chemicals in a large variety of applications. This in turn requires that the expertise is available for regulators, industry and those who provide their service to industry.

Environmental exposure assessments are performed in a tiered process. That means that the assessments start simple and are refined if necessary. First-tier assessment usually involves a mathematical simulation in order to predict the concentrations of the chemical in the environment. As part of that simulation, the emissions, the reactions and the transport processes which chemicals undergo in the environment are represented mathematically. The basis of the mathematical representation for industrial chemicals in the EU is laid down in the Technical Guidance Documents. It has been adopted under REACH (see REACH Guidance on Information Requirements and Chemical Safety Assessment, Chapter R16). For fate and exposure assessment of plant protection products, FOCUS simulation models have been developed under Regulation (EC) No. 1107/2009.

Solid exposure assessments require a complex skill set. It involves an understanding of the information used as model input. This understanding is conveyed for instance in the curricula of environmental chemistry. In addition, it requires an understanding of the basis of environmental modeling. This technical expertise needs to be coupled with an understanding of the regulatory requirements.
